Why exactly are you putting this issue as resolved? You have resolved nothing, users are asking to solve an issue, there are no lawful reasons to block Ukrainian users, territories that have to be blocked are described in European and USA sanctions. There's no way one of the biggest digital companies can't give devops a task to select only russian ISPs to block and give access to Ukrainian providers. What a surprise, they have different IP pool.
Can you please do your job as a community manager and pass this issue to tech staff?
