FPS drop and slow motion movement

Hi! The problem I'm having is that if I don't lock the game to 30 fps (tried 60 but didn't help. it just put 2 second delay ). and don't turn on Vsync, the game doesn't detect the joystick, giving the game a slow-motion feeling. Player move like a Apple commercial guy . As the FPS increases, the game starts to lag and slow down. If anyone has experienced this problem or knows a solution, I'd appreciate any help. The problem occurs in both multiplayer and single-player modes. (on PC)
