issues with packs

Been playing daily since the start of the tots event completing every champ and rivels rewards and doing sbcs and I have never packed a single good or usable tots card, while everyone I know or play have pack good players, is there an issue with my account ?the only reason keeping me playing right now is to complete the season after that I think im done
