Whats the acceptable delay to get an answer for an appeal ?

I would like to know whats the acceptable delay to get an answer for an appeal as par the user agrement and its provisions ? 

Is there any compensation for an excessive waiting time and for demages suffered due to unjustified rulings that will not hold in arbitration ?
