Try to remove the local Mass Effect license folder.
- Close EA app and Steam completely. (not just minimized in the tray.)
- Press Windows key + R to open the Run dialog box..
- Enter or copy and paste: "%ProgramData%\Electronic Arts\EA Services" (Without the quotes) > hit ENTER.
- Delete the "License" folder.
- Test.
If that don't works please post a DxDiag to get some info for the EA CMs.
A DxDiag is an overview of your PCs technical features and recent software errors.
There is no personal info in it expect for the “Machine name” in the second row.
(You might delete the “Machine name” line if you wish too.)
How to create a DxDiag:
- Press the Windows key and "R" at the same time.
- Copy and past or type "DxDiag" in the new field. (Without the quotes) > ENTER
- Wait until the green bar is gone > Click on "Save all information"
- Save the file to your desktop.
- Here at EA Forum > Click Replay > Click the paper clip icon at the bottom of the replay Window.
- Navigate to the "DxDiag.txt" on your desktop > select the "DxDiag.txt" > click on "Open".
- Type you massage > Reply.

Considering how other people are having this issue i doubt this will help but hopefully it does.
Deleting the licence folder made no difference.
