I also tried disabling the Windows Security application, but that had no effect. I do not use any other antivirus programs. I also am not using a VPN.

When I press Windows+X, none of the options exactly as written above are shown. The closest option is "Terminal (Admin)", so I used that one.
When I type the cm command in the terminal, The following is displayed in red text:
