The problem is that countering tenacity up requires you to inflict a debuff on your opponent, or remove the buff. Which is a problem because that means the buff can just be reapplied or the debuff cleansed. The current teams can do that almost instantly. There is no way to inflict your own buff to counter it. This is what is meant by having something like potency up to counter it.- Potency up is available too. Kit Fisto gives it.

But Potency Up doesn't cancel out Tenacity Up. Tenacity Up is more common, and easier to reapply and is almost always in characters who already have great skills besides that. Potency Up is given to the whole team by 1 person (Kit Fisto), given to specific people by 1 person (Cassian) and given to themselves by one person (Tarkin w/ his rework). Potency up is on an extremely weak Jedi, a very limited unique ability of a Rebel and on a special ability of an Empire character, but he only gives it to himself. It's so useless there isn't even a Potency Down debuff to combat it.
Potency Up being able to counter tenacity up (and making Potency Down a thing) would give a new way to work around Tenacity Up without changing Tenacity Up. It would require Tenacity Up teams to bring a dispeller... Oh but they already have one! Baze! See, it would just require you to actually use an ability to contain enemy buffs (which you already do), just with a little more strategy than before. Potency Down should effectively cancel out Potency Up the same way Tenacity Down cancels out Tenacity Up (Except theres no minimum Potency level so it would actually be able to go to 0% Potency if Potency up wasn't present). And here lies the problem. Tenacity Up gives 100% resistance, Tenacity Down is not inverse to Tenacity Up.
Tenacity Up needs to cap at 85% chance to resist.
Tenacity down (-999900%) is exactly the inverse of tenacity up (+999900%) and tenacity down CANNOT be resisted. So any hero who applies ten down can apply it through ten up and they cancel each other out.- crzydroid8 years agoHero (Retired)Buff Dengar!

Except that Tenacity has a hardwired base 15% chance to resist, even with Tenacity Down. Tenacity Up though does not have a 15% chance to let debuffs slip through, which is where the problem lies and means they are not proper inverses. "Tarugo91;c-1118060" wrote:

Why? Tenacity Up isn't the default, and without Tenacity Up you can land debuffs really reliably.
