It has already been confirmed multiple times from CG, that it is WIA. It can be evaded, so it can't dispel foresight and subsequently the rest of the attack misses.
Does it suck? Yes, but it isn't going to be changed.
Show me where. Also, if it's how they intended, why is the wording not corrected?
The wording is correct. The attack misses, you don't deal damage. If it was like Han, where he double taps, then he would dispel and do damage.
Dispel buffs twice, would be against Raddus for example. When you dispel Spark of Rebellion, they gain a few buffs. It would first dispel SoR and then you would dispel the buffs triggered by that.
