Razor Crest always ignores taunt. If a ship is marked, enemy ships can either attack the marked ships or any ship(s) that (is/are) taunting.
If the opponent either double taps a lot with XB or had a starting lineup of XB IG and RC, they can easily hit their contract before the first reinforcement.
Do you have Exec? I routinely get my contract before reinforcing and my starting lineup is HT RC XB, the slower of the two contracts (but safer mirror IMO). Please re-read the kit.
There are a lot of bugs in SWGOH right now, but

I know RC can ignore taunt, but Exec shouldn't be able to ignore taunt. For instance when Slave 1 comes in, mark is on the Tie Echelon, but my KRU gets ability blocked (thus Exec ignoring the mark).
The line ups I'm going up against are all RC, HT & XB. Still, getting 20 target locks on the first reinforcements attack (whether Slave 1 or IG) is bugged in my opinion. This isn't consistent though so doesn't happen all the time.
I've got a 7* Exec and I see the Contract bug with mirrors too. Though only see the enemy ignoring mark (sometimes) when I'm using Finalizer.
Please re-read my post, I didn't say RC ignores mark/taunt, I said Exec did :P
Edit: Will try get a recording of it and post it so you can see what I'm talking about- PersimiusSeasoned Traveler

All ships under Exec lead also ignore crewless ships taunting in case you're using one of those
There is another bug where various ships will ignore taunt and mark even when it's not on a crewless ship. I have some screenshots from last fall showing this, and afaik it has been reported.
Edit: It actually happened just now and I got a new screenshot. They had HT 2k and XB out. All ships stunned from Ult. XB was Marked, HT did not have taunt. I was able to target whoever I wanted with my Slave I. - My XB can ignore marked once the enemy's taunt is dispelled. I'm able to duplicate it too. https://cdn.discordapp.com/attachments/903040904481345617/987809503934283917/Screenshot_20220618-145800_Heroes.jpg
I was also able to have my HT ignore the marked as well. Has happened to me at least 3x since the last update. - Almost like CG can't code properly, it's shocking... but hey, may be fixed in like maybe 3 years like the Anakin bug was
- Whatelse73New VanguardDon't worry, if it becomes a player-only beneficial bug, they'll fix it in about 3 days, even work the weekend if they have to so it is fixed.
Fleet AI is already bad enough without more bugs being added in. - KellinDrexelSeasoned NewcomerLooking into bugs for free? What do you think this is? A charity?

Are you sure the Ability Blocl came from the reinforcement? Because Slave One's 1st special hits the target and everyone else with Target Lock and also inflicts ability block.
As for the Executor contract, the reason it is quicker than you expect is because of how Xanadu's unique interacts with the Target Lock on BH basic from Executor's Unique.
A double tap from XB against an enemy with breach is 4 Target Locks. Slave One's basic can inflict up to 9 at once. - I also experienced the opponent's ships ignoring marked. I use the Finalizer to counter them and I see it in almost every fight that ships, which shouldn't be able to, ignore it and attack unmarked ships.

Yeh 100% it's as soon as Slave 1 reinforces, though I appreciate a video of it happening would really help here.
I can't see anything in XBs kit that says it inflicts an extra Target Lock on already Breached enemies, could you show me what you're seeing that describes this?
Completely appreciate Slave 1s basic getting loads of target locks, but as I mentioned in my original post, contract is achieved seemingly early even when the first reinforcement is IG.
I've had Exec for over 6 months and Target Lock Contracts were definitely never being fulfilled this quick before.
Edit: XBs Unique states, "Bounty Hunter allies deal bonus damage equal to 10% of the target’s Max Health when damaging Breached enemies"
Executor's Vader's Bounty states , "....Whenever a Bounty Hunter ally deals damage with a Basic ability, they inflict Target Lock on the target enemy for 1 turn......"
So looks like Bonus Damage is separate from normal damage hence 2 Target Locks per hit on a breached enemy, interesting. That could certainly explain the quick contract!!- KellinDrexelSeasoned NewcomerWe need a counter!
