Nerf Phoenix multi attack in Conquest

Sounds like a weaksauce Malak mate. 

Malak can die on the first turn of sabine. The fear will trigger only after the last attack of sabine. So you will lose him but yeah at least you can pass the territory.

Conclusion: skill issue

What you don't realize, is that it was nerfed.  Same as ezra.  Both used to be far worse.  If you have Malak, he can stop their constant attacks because they'll get feared.  Try crit immunity options as well since crits are why they get bonus turns.
