Tenacity - Potency = chance to resist (min 15%)
Only in raids will you see anyone with very high tenacity. That is when you will push the chance to resist to its minimum. Even in those situations 80%-90% will work just as well as 110%.
In all other game modes you are wasting mods to bring potency that high as a lower number would have driven it to the minimum. - Look for "Warrior Presents" on youtube. He just made a video about how potency vs tenacity works

Chance to apply a debuff is completely separate from chance to resist a debuff.
The chance to apply (or at least attempt to apply) a debuff is stated in the ability description. If it doesn't say, then it's 100%. This has nothing to do with any stats, including tenacity and potency.
But even if the debuff application attempt is successful, a second "resist" check must be made.
As Kyno pointed out, Chance to resist = Target's tenacity vs Attacker's potency (but no lower than 15%)
A debuff must pass both of these separate checks to apply.
This means the only time potency above 100% will have any benefit is if your opponent's tenacity is over 85% (because of the minimum 15% resist chance). This will only typically occur when opponents have a zeta on Thrawn's or Commander Luke's passive.

Difference in level between the two opponents also has effect.- As I progress through the game(Jan ‘17 shard here), most game modes I use 1 potency set on anyone who applies debuffs and I’m trying to get the best potency secondaries on everything else.
I do this as a bare minimum with the exception of Resistance. That being said my RP is well above 100% and an exception seems to be the HAAT p2 hull. It resists everything even with secret intel and tenacity down. I’m convinced it has 1000% tenacity. - Technically in pvp mode 60% potency should be more than enough for say, a Boba or Palp.
But, I have Palp at 84% and still gets resisted sometimes, so there's that.
For raid I used to run Bistan in Rancor at 90% potency, and Teebo at 80%. - * keeping in mind certain abilities that cannot be resisted, such as Vader’s ability block on Jedi (if the first check for chance of debuff application passes). This example also bypasses foresight for the unavoidable / impossible to evade type of attack. Certain abilities reference that inability to be resisted, but still require the first check for chance of initial application, as @Coldth mentioned.

I thought it was
If potency is greater then tenacity
Debuff will always land except there is always 15% base chance to resist.
And then if tenacity is higher then potency
of attacker has 0% chance to land a debuff
Is this wrong?
