Could have had sth in there to grant tm when taunting. This would give ee some turns to debuff and heal.

Maybe so, I haven't done heroic phase 3. But we had a guy in my guild that was consistently putting up around 1m with HK-47(L), IG-88, IG-86, Jawa Engineer, & Chief Nesbit on normal.

oh, that's very inspiring! Thanks.
Though I don't hv 7 Star CC, but i think maybe i could try Teebo as a leader. His ability gets a chance to stealth( prevent Boss from counter or TM gain) and 50% to gain 25% TM as well.

you need Chirpa to give TM on basic for Palpatine

If you use Scarif, would it be possible to keep it going forever? Or would the tank aoe kill Palpatine?

I think you would have to break the cycle at some point to heal or ep will die. The boss has 2 AoE's so ep will take damage, slowly but will happen. Sth taunting as was mentioned could extend it and allow chirpa and or ee to get a turn or 2 in to heal up.
