So I noticed that my GR squad including Padawan Obi-Wan is getting critical chance down off on enemies in the battles but it's not applying to the counters in the overall feats or in section 1.
I've seen the debuff apply to at least 2 characters in 2 different battles but they don't seem to have counted towards the feat.
that's why I put padawan obi on my gr team to do 2 feats at the same time.

EA QV TeamNo issues in our testing. Critical Chance Down and Critical Damage Down count towards both feats without issues.
I am having a similar experience. His omicron is either not applying it for me, or it's going in and it's not counting. Also, while it was working in tier 1 hard, it has not worked in any other tiers at all
I have screen shots added. the first is before the battle, the next 2 are during battle clearly showing it's applied, and the last screenshot is after. your testing might not have shown anything but clearly it's not being counted on my end.

Stamina appears only in Conquest. It's the light blue bar at the bottom of each character on the selection screen. Basically, how tired or well rested the toon is. Completely different from Health and TM.
The bar under each toon indicates how much stamina they have. Half of Padawan's Obi is tied to having at least 50% stamina. If he's at 49% those parts won't be active at all regardless of how much Health he has, how much TM the enemy has, what the enemy team is, what buffs or debuffs your toons or the enemy has, etc.
I’m having the same experience
I’ve been experiencing this with Geonosians. Sun Fac is supposed to apply Critcal Chance Down when he attacks out of turn. I just did a whole five minute battle and I only got 5 completions towards the feat even though he attacked way more times than that. Stamina was at 100%.
