q234124 Let's make sure OneDrive isn't affecting anything. Please search in Windows for Command Prompt, open it, and enter this command, starting with reg query:
reg query "HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders" /v "Personal"
If the result has OneDrive in the name, let me know. If it does not, that's not an issue.
And to clarify, are you still seeing the Error Code 16 after deleting your old saves and starting a new one? How long had you played those old saves?

Yeah its better to delete from the files/folders instead of in-game. And some or half could always be moved somewhere for safekeeping. Sometimes the game generates a save folder with the name "bad" on the end of it. I don't know what that is but surely its a clue something's wrong.
Generation 10? Wow! I can never get past generation 4. How did you do that? Hats off to you!
There should be an option in the launcher to log out. It might be good to look up what others have found is the best way to log in and out is, in or out of game. I should have a bit of free time on the weekend to explore things.

I don't get access to OneDrive, I did see in my files that all my saves where still saved even though I deleted them, know it hasn't happened often

All's I know is, at simtropolis.com setting the affinity to 1 is the go-to solution for Sim City 4 crashing, and it works. Search that forum for 'affinity' and you'll find mainly the user rsc204 giving it out many times over the years, and all the technical explanations for why.
At the time Sims 3 was all the go, my machine was plenty good enough, especially for the price.
SUNBXDDYis it an online thing? Are you connected to the online system in-game? Is level 5 in skills a time when you're about to be awarded badges? Have you got memories turned on and they're publishing to your wall and your friends are liking and responding? I seem to vaguely remember error 16 being something to do with being connected to the online thing. I think, perhaps it is ok to connect once you're in the game, but its bad to be connected before you go in and in the launcher. Something like that.
Level 5 in skills triggers one of the memories. If your memories are automatically getting published or you're clicking on for them to be published to get the pop-up out of the way, the online connection and process might be causing a problem. Try getting into a habit of saving the memory to scrapbook instead, and if you really want the memory on your wall later you can publish it from your scrapbook. There might be a 'do this always' box ... ?
DivinylsFan I believe you're talking about the Alder Lake issue, which affects Sims 3 and Sims Medieval, although I wasn't aware it also impacted SimCity 4. You could try running Lazy Duchess's Alder Lake patch on SC4 as an experiment, since it works equally well for TS3 and TSM. More details are here:
In case you or anyone else is wondering, the issue affects higher-end Intel processors of the 12th-gen (products formerly Alder Lake) and newer, but not lower-end CPUs. Some i5 models are affected, some not, and I believe all performance-tier i7s.
This issue causes a crash on startup, or for Sims 3 at least, a crash immediately after pressing Play in the launcher. It doesn't have any impact on the game after that.

There is also the allocation thing. If you have a duo or quad core computer or whatever. I have to do it whenever I play Sim City 4. That is, after it starts running, minimise it then open your Task Manager, Details. Find the Sims programme, right click and set affinity, unclick all then click on one of the others. Check with one of the other technical players. puzzlezaddict probably knows about it. It came to mind on his mention of the OneDrive thing, it sounded along those lines.
q234124 Same question to you: is OneDrive running on this computer, and if so, does it help to pause syncing? OneDrive can lock up any folder inside Documents if it's not working correctly.
