University annoyances

can we have the ability to implement rules in dorms such as no musical instruments or stereos during certain times, no leaving food everywhere (I have a cafeteria but I have taken away all fridges and cooking appliances and yet turkeys cakes and everything still ends up spoiling everywhere, also they ignore locked doors!), pick up trash cos people just dump it everywhere and finally, enforce bed times

would love it if i could just have peace and quiet at times and not have to focus on cleaning up or telling violinists to stop that.
