My sim gets gnomes on her lot in Sprucederry Grove if anyone in that neighborhood has the gnome lure ailment and gets close enough to her lot. So it could be that someone around your lot, that you have no control of, has the ailment and the gnomes are invading you.
Here's a screenshot of my sim getting ready to run over and cure Joe Trader (who was not visiting my lot and whom she has never met,) because his stupid gnome lure gnome is invading my lot.
My only recourse is to constantly keep cures on hand and run around curing sims for free whenever I see one with an ailment. It's a good thing I guess that the first thing I did in this pack was decide to run an Apothecary small business so I always have cures at my disposal. (even though they were originally meant to sell and not hoard because ailments are out of control.)
That explaines why I had multiple gnomes on my lot in one day and none on all the other days.
