Can't enter a rental unit to inspect

I recently bought the For Rent pack and I bought one of the rental units and when I try to go and inspect the rental unit to do the aspiration, my sim gets the thought bubble that she can't enter and its an X and she waves her hands as if to say no I can't, there is not option to knock on the door either.
