Eco footprint constantly decaying?

So, I started a new family in that off-grid lot in Old New Henford, and for some reason, despite having a whole bunch of +green items, floors, wallpapers etc, the eco footprint is constantly decaying. None of the other homes have much +industrial, other than a fireplace or two, and besides that, there's flooded with +green plants, so... Anybody know what gives? Is this feature just broken?
