Free Love NAP has no effect when the sims are outside their neighborhoods

Steps: How can we find the bug ourselves? Have two sims in a romantic relationship who both live in neighborhoods with the Free Love NAP. Have one of these sims flirt with someone else in front of their partner in a neighborhood without this NAP. Then switch control to the other Sim.
What happens when the bug occurs? The Sim who witnessed the flirting will have sad moodlets from jealousy (even without the Jealous trait). This lasts for 5 in-game hours.
What do you expect to see? Sims without the Jealous trait should not react negatively to their partner flirting when both partners have the Free Love trait, even if the flirting takes place in a different neighborhood.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. It happened right after installing the latest update, but I doubt it has to do with that.
Just in case this matters, both sims have the Hungry for Love lifestyle,
If I am correct about which sim was flirted with, I think she also had the Free Love NAP. I’m not 100% sure it was her, though, since I was playing a Sim from a totally different household while this happened (it was a social event where the 4 of them were hanging out).
