High School Spawning Issues (And Beyond)

I am having issues getting sims/NPC's to spawn at event and business lots. Currently, it is the high school I am struggling most with. When my teen goes to high school, the only sims to spawn are the cafeteria worker and the classroom 1 teacher. No other students, no principal, no classroom 2 teacher, no janitor. I tried removing my mods, deleting the onlinethumbnailcache file from my Sims 4 file and then repairing and starting a new save to test it, and I was able to get the lot to spawn sims. But then when I tried to spawn in my Legacy Save it still wasn't working there and I REALLY do not want to start a new save. I JUST immigrated all my most important sims over to a new save because my old, 6-7 year old save was corrupted and disintegrating from the bug that comes with the R-Rent pack. So this "Legacy Save" is only 2 weeks old. If I have to start again over I don't think I could do it right now. Please help!

I've been able to work around the "not spawning" issue with other situations this week, such as employees not spawning at owned restaurants, owners and vets not showing up at the pet hospital etc by making the family who owns the lot go there and turning the business on manually from there. But I don't know how to do this with a high school. Nobody owns a high school.

A few technical notes:

-I started having NPC/Employee spawning issues before the big update, so I don't think it's update-related.

-I use MCCC and "Hire Certain Sims" but otherwise I have no other mods.

-I originally noticed the spawning issues with an "owned" restaurant by a sim household I had marked as un-played.

  • You can overstuff with MCCC but you actively have to set it. Overstuff household have an issue that all household members count towards the 20 Sim lot limit whether they are there or not so missing staff can be tied to that. That just for background though.

    There have been other reports of no one in highschool but it's been mod related so far but I don't know what mod/setting could cause this. To be sure, you tested without mods on a backup of your legacy as well and not just a new save ?

    Upon looking at the bug link you've shared, I don't see that anyone else is experiencing an issue with the high school. But I do see the vet issue.

    No, I don't even have a mod that would allow me to overstuff households. I only have the mods I listed above, "MCCC" which allows me to cheat skills and relationship levels, etc, and "Hire Any Sims", which allows me to assign waiter and chef traits for restaurants.

    Ever since my old legacy save died I have taken precautions with my new save. I keep the homes of all un-played households empty of furniture, I delete all game-generated NPC's that aren't serving a purpose (such as mailmen or vendors, etc), and I haven't created the cap-amount of R-Rental units allowed by the games restrictions. Hopefully it is not over-zealousness to protect my game that is keeping the game from allowing sims to spawn at my high school? I believe I have enough un-played teens to fill the school.

    You were 100% right about the populating thing with MCCC. I never knew about those settings in the mod (I must have accidentally set it at some point, unknowingly) so I tried messing with them just now and I found the one that chooses how many sims can populate a lot at once, I set it to 20 and now sims are loading in the high-school. The retail bug (particularly vet) is still there but I know it's separate now so I'll look further into the link you shared. 

    To answer your question, yesterday when I was trying to play with no mods on a new save vs. my legacy save, I tried a few different things and eventually got my new legacy save to work with mods off after I switched to a different household with a teen in high school. So I think the issue persisting when the mods were off was just a one-off thing.
