Interactions with Infants
Every time I try to get a sim (I only used young adult) to do anything with an infant- change diaper, tummy time, feed, etc.) my sims completely ignore it until I’ve clicked the interaction three times or more.

If there’s nothing in the infant’s queue, try resetting the infant. They may be calling a townie sim they know from the street or something in which case it wouldn’t show in their queue but they’d still be locked up waiting for their former nanny or whoever to run across the map…
I had this problem too, but my infant was just about to age up, so I just aged them to toddler.
Yeah it does this even if nothing is cued for the infant.
Try pausing the game, canceling everything in the infant’s queue, then switching back to the young adult and setting their interaction before unpausing.
