Mailbox always has "mail" to collect but nothing is there

I had this problem too, it was only on one lot. The thing that I think caused it was that I forgot to collect the mail before moving out a household, so this problem was when another household moved in. It didn’t work to debug the mail box, but the problem disappeared when selling the mail box and buying a new one.
