My child sims has a mind and body aspiration and one of the requirements is to reach a level 3 in motor skills and he has. He is a level 6 and it won’t recognize it.

Did you reach level 3 before or after you got the aspiration ?
I can’t really say, because I don’t remember. If they developed motor skills while they were toddlers; they may have. Because remember they don’t get to pick a aspiration until they age up to children.
Toddler skill shouldn't influence this.
