No Rentals in Willow Creek

Hey,

I was redesigning some of the worlds and really wanted to place a Residential Rental on the lot behind the Goth's House, but the game wouldn't let me. I realized that I couldn't put that lot anywhere in Willow Creek AT ALL. Is this on purpose? If so, why? I see no reason why I shouldn't be able to place a residential rental literally anywhere in the game except for like apartments or something. I would love for this to get changed or at least for someone to tell me why this is. Please let me know. Love you Sims, but you crazy girl.
