Packs gained from PS plus no longer playable.

Hey everyone! I earned the city living and Island living expansion packs for free through PlayStation plus, now when I try to use them it sends download to use and when I attempt to do that an error message pops up. I’d be more than willing to buy the packs if it was a limited thing but it keeps them in owned packs so I’m uncertain on how to go about gaining those again. If they are limited I wish was said :/. I’ve tried restoring license, uninstalling and redownloading the game and also just restarting my PS5 and nothing seems to work. Thank you for help in advance!
