Option one is totally out of the question. Option two will run the basegame and maybe one or two of the early expansions. The laptops that are good enough for the game with all expansions really start at about £400 somewhat over your budget for instance this Buy ACER Aspire 3 14" Laptop - AMD Ryzen 3, 128 GB SSD, Silver | Free Delivery | Currys but maybe @puzzlezaddict can find a good deal for you.

@cece19088 If £430 is doable, this one would be an excellent option. It should be able to run all Sims 4 packs together on medium graphics settings, and it has enough storage for the entire game and all associated content:

There isn't much meaningful difference among them, and the Lenovo's only real drawback is its screen isn't great. The first Asus above has a very good screen for this class of laptop; the other product pages don't specify, but if you're curious, let me know and I'll try to find specs elsewhere.
If you'd rather stay closer to £400, these have a processor that's slower, with a slower graphics chip as well, but they'll still be able to run all packs:

The second one has the same quality screen as the more expensive Asus; the other site doesn't list the screen quality. But again, I'm happy to find the specs if you're curious.
