This is usually caused by outdated CC. Or if it was something you downloaded from the gallery they may have used CC or things from packs that you do not have. Always check what packs are required and if CC was used. Sims created by the game will never try to use something that you do not have.

@diopter77Yes, I’ve repaired my game, but since I don’t own Digital Deluxe that’s not what my problem is about.
So, the problem is that the Maxis team make official sims who are wearing some clothes that aren’t from the base game and/or the pack that the official sim is included in (for example Get Famous, as with Baby Ariel and Kayla), they wear some clothes from Digital Deluxe.
The point with my post is that I think it’s wrong of the Maxis team to give official sims clothes that aren’t from the base game or the pack the sim comes with. If they make Digital Deluxe a free update this wouldn’t be a problem. Now it’s a pack, but it isn’t really treated as a pack, since it’s not on the main screen nor as a tag in CAS.
I’ve never used CC or mods.
Since you do not have digital deluxe Sims made in the game will not use items from that. The clothes that Sims that comes with a certain pack wears are included in the pack itself. Baby Ariel is special in two ways She does not age and she has no last name Baby Ariel is the first name Since you say you edited her in CAS you will have been prompted to enter a last name.
By the way here is a picture of her in her formal dress. It is a base game dress.

@jpkarlsenBaby Ariel’s dress is from Digital Deluxe. It is even shown (but in red) in one of the pictures in the link you sent.
Edit: Here's a screenshot from the page you linked @jpkarlsen. It's the same dress as the one Baby Ariel is wearing, and Kayla Flemming too.

As I wrote earlier clothes used in a pack ships with that pack if they are not basegame items. Repairing the game should insure you have all the required items.
