@drscolorfulCan you clarify a few things for us? You only have these two files in your Sims 4 folder? There should be several other subfolders in there such as Mods, saves, Tray, and a few others. Are you seeing those?
Can you take a screen shot or use the Snipping Tool & attach this to a post to show us what your Sims 4 folder looks like?

This is what my Sims 4 folder and mods folder looks like. I also included the part in the settings I was talking about.

@drscolorful From the screen shots you have provided it appears that your Mods folder is in the wrong place. You have it in your Desktop and it needs to be in your Documents folder along with the other Sims 4 folders, ie saves, Tray, etc.
Try moving it to this location:
ThisPC > Documents > Electronic Arts > The Sims 4
