I’ve been promoted past level 5 and I still cannot creat the meat wall. Is there anything else needed?

I was convinced the meat wall was it's own object but it is not.
Are you in the Green Technician branch of the Civil Designer career.
Once you join that branch (and reach level five) you can click on the vertical planter and choose "Grow Cruelty Free Meat".
My sim got to level 10 of this branch, got the notification that she's unlocked the meat wall, but I still have no option to grow meat :/
