@valerie_palerie6 I ran into this on PS4 doing my alphabet legacy. My game was completely empty, every world and my game generated barely any sims. A bug report is currently open about sims not moving into households with it marked.

I don't know what platform you are playing on, PC users have different options than Console users for filling out saves.

You can download "townies" from the gallery. Just place them on an empty lot and then evict them, or let them live in a house.

You can try to force the game to spawn townies by visiting the strangerville bar or destination worlds as well.
