Yeah, the weather is some worlds can be rather harsh and I agree with you, some of them could use a little toning down. But there is a way in game to deal with the weather when you get tired of whatever the weather is. Just buy a Dr. June's weather machine for the lot and fully upgrade it. Then you can change the weather (and season) more to your liking so you don't have to play the game with weather you get tired of or just don't like.
One thing about the weather machine though, is that it does not hold it's settings so you will need to reset it whenever you return from travel or on load in to the lot when you restart the game.
