@yeldah52  Do you have any pets in the household?  Even though pets can't sleep in a people bed, the game seems to count them as sims when it comes to roommates and does not count pet beds.  

With roommates, you can't have more than a total of 10 sims, including pets, on a lot (8 in the household, 2 roommates or any combination thereof)  Butlers don't count so if you have 11 beds though, that should be enough.  

If you are still able to place ads or have the option to ask an NPC to be a roommate, the games does see enough beds.  So if you have been asking an NPC to be a roommate and they are saying no it may be that they already have a home.  Roommates must be sims that are Not in the World.
