Only 1 Sim can vote to repeal it & then is supposed to convince other Sims to vote for the repeal. I don't want to waste my time, I don't like wearing bags on the head either, is there anyway I can uninstall this game?

Yes, you can uninstall the Sims 4 but wouldn't it be better to start a new game and watch out for those pitfalls you now know about? Also remember that you can disable NPC voting at least until you get a better hang on how things work.
Yes, if you're happy to use a cheat. Press 'shift' and click on your home lot's mailbox; one of the options that pops up is to insta-repeal NAPs.
@jpkarlsen Apologies if I should have started a new thread rather than piggybacking this one; I got here through Google because I was looking for someone who'd had and fixed the same problem.'Sharing Is Caring' isn't an active NAP in my family's home world (they live in Sulani, the vet clinic they bought is in Newcrest). I don't seem to be able to switch off NAPs in non-domiciliary worlds, and switching of NPC voting didn't help (presumably because it had already been voted in). I don't have thousands of hours invested in this family so ditching this game and starting from scratch wouldn't be the end of the world, but if there's a fix I'd be really grateful if you could share it.

the issue that NAPs from other worlds follow NPCs from that world should be fixed with the latest patch. Perhaps start a new game. And you are correct that you must live in a world to change the NAPs there.
