@Hahoan69 I think you also have the expansion pack 'Eco Living'. In this Pack there is a Neighbourhood Action Plan (NAP) that is called: 'We Wear Bags'.

When you don't like this NAP you can always repeal it. You can also cheat it away via your Sims mailbox.
