I found a solution to this issue: If the bed is on a platform—no matter if they can normally sleep or not—the game won’t allow you to woohoo. this is pretty weird and definitely needs to be fixed.

*NOTE*
Might not be foundations but moving the bed allowed the sims to woohoo. To get the true answer more work would def need to be made but just moving the bed will work for woohoo
