Sim cannot cook even with open counter available

After downloading today's update, I have been experiencing a weird and very annoying bug. I will tell my Sim to cook something, and they will get the cutting board w/ ingredients out of the fridge, then they will stop and have that animation that shows something is in their way. With cooking, I know that this usually means that there isn't a free counter, but this is happening while I do have a completely free counter.

I've tried resetting my Sim and resetting the counters, and restarting my game, but nothing is working consistently. All I can do is have them clean it up and waste the Simoleons they used to get the ingredients. It is happening a ton, but it doesn't happen with all recipes. I haven't figured out the pattern with what does and doesn't work yet, but it is happening with more recipes than not so far. This is also a family and house that I have been using a while, and I had never had this happen until after the update today. Now it has been happening over and over all afternoon and evening today.

The fact that they can still occasionally cook using that empty counter indicates to me that lack of accessible counters is definitely not the issue here. Anyone having this happen? Any workarounds to quit wasting money and time??
