sims 4 eco lifestyle can't convince neighbours to vote

Found the solution, to get the convince option, i need to be a citizen of the newest neighbourhood : Evergreen Harbor.

Since my character was living in another world, she never got the option.

Pfft... tough one to figure out XD

Seems foolish to make your Sim move if they want to complete the echo innovator aspiration.
