I was having the same issue, so in the EA app, I went to my Library, clicked "Manage," "Manage Add-Ons." Next to the Royalty and Legacy pack, the button said "Download" rather than "Uninstall." I chose Download, and turned on the auto-download option. There were actually three packs in my Library which were not downloaded. I started the game, and it's working. Royalty and Legacy start-up messages occurred for the first time and the Ondarion world is no longer grayed out, buy/build items and townies are showing. I really hope this works for you!
