Sims cannot go to university and no buttons

I have a group of Sim who don't live in dorms that are going to University. I do see the time when they need to get to university. The Sims that I am not playing do go, but the one that I am playing with, I want them to go, but they don't and I don't see any buttons to have them go. Or that the the button is only there for a few seconds.

This happened twice already to two university sims that I play. The first one I had to get them to the university lot and do the time cheat. That worked. 

For the second one, which is the current one, I had trouble getting the time cheat to work.

Why can't the button to go to university appear at the one hour mark?

But I am wondering if anyone else is having this issue with Sims 4 University?
