Sims circling at lot boundary and not leaving.

I'm having an issue where my child sims just walk in a tight circle at the lot boundary for ages when they leave for school at 8am. I have four child sims and they all do it. They do eventually leave but not for at least an in game hour or more. Their icons clearly show them to already be at school but they're not. Is this a bug? Or an intentional queuing to leave the lot thing? 

Edited to add: I put this query in the console technical issues forum and it got moved to gameplay questions and issues?? Don't know why....
