Soul journey - can't complete goal (nectar making)

My sim wants to make the ultimate drink. It says get to max level in either mixology or nectar making. Make a drink and declare it the best drink ever. 

I got to max level 5 in nectar making and made a bottle. When I click on the bottle in world there is an option to declare it the best drink ever. However it's greyed out and when I hover it it is says my sim have to have reached the highest level to be able to do this, but she's already at max level.
