It would be best to try moving the whole mods folder to another place, delete the localthumbcache.package and then test to see if the issue remains without mods/cc there. You don’t have to save the game. You can just test for a short while and see if the younger sims are still stuck there when you don’t have any mods/cc in your game.
Where can I find the localthumbcache.package ?
The localthumbcache.package is in your Documents -Electronic Arts- Sims 4 folder. This link has a picture of where it is

it got better but it seems certain outfits work on their lot but when they go to other lots, they sometimes get stuck. I don’t understand why the lot matters.
