The sims 4 how to look at the sky

YES and it does not say how to look up!

W or Up arrow with The Sims 3 camera option on. 

I too would like to know the answer.  I can only look down or straight ahead, the camera will not tilt up enough to be able to look up beyond maybe 10 degrees.  I saw a post where it was possible to view the moon and a space ship overhead, this doesn't seem possible regardless of camera used.  Maybe some sort of mod?  Even the current camera mod on MTS does not permit tilting the camera much past the straight ahead angle.

BTW - for the record, W only moves the camera forward and CTRL W moves the camera down, not up, at least in my game unless you reverse the controls in the options (Camera - Sims 3).  Regardless of settings, it would appear that the controls have been limited as most of the actions usually take place on the ground.  Just because things have been added that may happen above, it would appear you are meant to imagine them, and may not even actually happen.  So no looking at the moon or birds flying overhead or spaceships.

Give The Sims 3 mouse option a try. And try the tab button, this will give to the camera view which you can move with wasd.
