Unable to Load Game / Error Code 123

I’m experiencing a probabilistic issue. When I launch the game and click “Continue” on the main menu, there’s about a 4/5 chance that it will crash and exit immediately. However, if I instead choose “Load Game” and enter Build Mode first, then switch to Live Mode, there’s roughly a 1 in 3 chance that I can successfully enter the game and play normally.

But once I travel to another lot and return, I always get Error Code: 123. This problem has been occurring since the September update, and it has completely halted the progress of my game for over a week.

This problem occurs regardless of whether I remove mods or not, and I’ve attached the crash report.
