Vacant Residential Rental, game thinks is occupied

Im not sure if anyone else has experienced this but I have a residential rental lot that I am using as a retirement home. It was unowned as far as I know but now there are no residents. Not a single person lives there however when I attempt to edit the building I cant because the game still thinks someone lives there. I had a sim to buy it and try to evict tenants (even though all units are empty), but absolutely nothing happens. I was able to add a sim to one of the units and evict them but no such luck with the other three living spaces. I tried to merge the units and that worked to some degree, but there are two units that refuse to budge because "there are tenants there".  As a result, I'm not able to change the lot type OR replace the lot.  I have three mods MC Command, UI cheats & Switch Mod by Kawaii Stacy. I have NO build mode CC installed. Is there any resolution to this issue???
