Go jogging issue

When I tell my sim to go for a jog he gets to the bottom of the steps and waves arms around like something is in the way. Nothing is blocking him. No problems with other sims coming and going. My sims go to work fine. 

What could be the issue? It's Don Lothario lol he's always problematic. One day on the job and he's burned out.
