I'm not sure if I'm understanding the issue correctly, and your screenshot has some IU appearance layouts that look different than what I see. For instance, I'm on Mac, and on my Sim's lot this is the appearance of the bottom bar:
...and when he travels and takes his wife, this is the appearance of the bottom area of the screen:
Are you on PC/Mac or console?
Did this issue begin after an update, new pack, or other change in your game? Does it happen with all Sims/households or just one? If you start a new game save is the issue there also?
If you are on PC/Mac, do you have Mods or Custom Content (CC)? If so please try the following:

Try moving the Mods folder from your "The Sims 4" folder [Documents > Electronic Arts > The Sims 4] to your desktop (save it for reference) and delete the localthumbcache.package file in your “The Sims 4” folder. Then check in a new game save to see if this issue is still occurring. You can test without saving in order to identify which CC/Mods are causing the issue, then remove or add updated version(s) of the Mod/CC causing the issue.

How to run a game repair:
• Open Origin, click ‘Game Library’ then right-click Sims 4 > Repair Game
• Let it run until it has completed all repairs. It will do the base game first, then run through each of your DLCs (Expansion Packs, Game Packs, Stuff Packs and Kits).
