I've tried with two different sims and on different counters. They will start to make it and then stop and do the "can't go there" animation. I just wanted to complete the event quest, but I can't make japchae.
Can they make other foods that use the stovetop?

I had the same problem, and I have no mods. I had to buy the cheapest stove. It should work on all stoves no matter the cost were pack they came from. Again, I do not have any mods. If this is happening to you, get a cheap stove. :/

Same issue for me. I’ve tried removing all mods, even putting a counter and stove in the middle of the yard. Still happening ☹️

Tried both and had no issues. Maybe it was that specific version of the oven that didn't work ? Have you tried placing another ?
FOR THOSE WHO NEED HELP WITH THE WALKING BLOCKED THING: You need to have a counter with nothing on it other than japchae!!!!
Hello, I had the same issue and emptied my mod file, repaired the game and thought it was a bug and came to this forum. Turns out I was cooking in a new build and the stove was not accessible ! (Realized it while tried to cook an other recipe) have you tried to check if everything is accessible in your sims' kitchen ?
