If I was to unsaved my game data for sims since I am having a hard time loading the game without having a warning it is taking to long to load. Will I lose the ability to download all my packs I have bought. Which are about 62 add one? When I got on and redownload the game?

Deleting your save data will not remove your access to any DLC you own- that DLC is tied with your Xbox account. As long as you're logging into the same Xbox account you purchased your packs on, you can redownload your DLC at any time.
