Multiple packs not working.

My best friend has been telling me for about 3 weeks now that his sims isn't working. So today I come over and I go to look at it because I thought it was a technical issue and he was just a tad bit too slow to understand. However to my surprise he was walking me through the process the whole time and it was still doing the same thing. In the PlayStation store it said it was downloaded even in the Sims marketplace it was downloaded however when he loaded up his world it still wasn't loading. The game itself said it wasn't owned and he would need to buy the pack however he does very much own them.
